Team Eurojust was a joint design team led by Benthem Crouwel that produced a design for the new headquarters of Eurojust in The Hague. Eurojust is an agency of the European Union that administers cross-border judicial co-operation in criminal matters. The client is the Dutch Ministry of Security and Justice, and the project will be executed by the Government Buildings Agency, chaired by the Dutch Government Architect.
The new Eurojust accommodation is planned for the Jan Willem Frisolaan, in the centre of the International Zone in The Hague. Offering a suitable office location for organisations like Eurojust is part of government policy and is consistent with the development of The Hague as the international city of peace and justice.
The design brief was to search for an articulation of the building that enables it to fit naturally into an environment of medium-sized volumes in a green setting.
The mass structure, the grouping of these volumes and their architecture must be adapted as carefully as possible to the valuation and qualities of the Zorgvliet state urban conservation area within which the location is situated.
Furthermore, the new premises would have to be recognisable as those of Eurojust without being a landmark or a statement. The various programme components, such as offices and conference facilities, should also be recognisable.
The choice of materials and colour should relate to those of the existing buildings with due attention being paid to the ageing of these materials: red/brown hues in the brickwork of the villas and frontages in white or light grey shades constructed from tiles, concrete or rendering with glazed areas.
